New PGWP Language Rule: What CLB 7 Really Means for CELPIP-Takers:

If you haven’t heard the new PGWP requirement for CELPIP and what it means for your CLB score, this blog will cover exactly that!

1. Why the Rule Matters

As of November 1 2024, most new Post-Graduation Work Permit (PGWP) applicants must prove at least Canadian Language Benchmark (CLB) 7 in all four skills—reading, writing, listening, and speaking—when they file their work-permit application. The requirement applies to anyone who finished a bachelor’s, master’s, doctorate, or any other university program and submits the PGWP after that date. (Graduates of non-university college or polytechnic programs need CLB 5.) If you applied for your PGWP before 1 November 2024 you’re exempt from the language rule. canada.ca

Bottom line: If you’re a recent or future university graduate planning to work in Canada, CLB 7 is now your non-negotiable ticket to a PGWP—and ultimately to Canadian permanent residence pathways that expect the same benchmark.

2. PGWP CLB 7 at a Glance

CLB is a national scale, but language tests convert it into their own score bands. For CELPIP, CLB 7 corresponds to CELPIP Level 7 in every module. The official CELPIP overview calls Level 7 “adequate proficiency in workplace and community contexts.” celpip.ca
